Northeast North Dakota school districts have found a way to maintain strength in numbers despite declining enrollments. The Red River Valley Education Cooperative formed a joint powers agreement about a year ago as way to share resources. Twenty-four North Dakota school districts from Pembina to Casselton and from Grand Forks to Larimore belong to the cooperative.
