House and Senate leaders announced agreement Friday on an eye-popping $459.5 million in new funding for education — a significant chunk of which is meant to raise teacher salaries. There will also be $68.4 million in additional funds for higher education, including $8 million for Utah Valley State College as it upgrades to university status.
